The meeting was called to order at 6:31 pm by Chair Jarret Phillips.

Reached out to Jennifer Finney to fill the vacancy on the board who was present at the meeting. Jennifer will email department regarding her interest in the position.

Fund Balances
Chief Doonan has petitioned the Mono County Chief's Association for reimbursement for vehicle maintenance. They approved $ 7025.00 and $ 6693.00 to increase fire fund balance.
Jo Ann gave update on annual audit for department.

EMS Billing
$ 111,785 has been billed for EMS runs since August 2024. We have collected $26,386 to date.

Resignation of Commissioner Robin Picken
Commissioner Robin Picken resigned on February 14, 2025 via email to myself and Chief Doonan. This email was forwarded to board members and Mono County Clerks office.

New Station Project
Discussion: Received renderings of new station. Chief Doonan met with Senator Shiff's staff, they said it was a worthy project and willing to back it up. To arrive at a cost, we need a feasibility study. This provides a package to give to potential funders estimating cost. The budget for project is 4-5 million. Waiting for update on Feasibility Report to bring into our budget. Looking at different options. Mono County did provide a letter of support. We will approach other agencies for other letters of support. We would go after congressional funding along with USDA loan. Mono County is willing to transfer title for land in Hammil Valley for the sole purpose of building a satellite station there. Matt has done research to provide comparisons to show how to stay within our budget.

Fire Service Building Mitigation Fees
Tabled.
Discussion: Fire Mitigation Fees are when an individual builds a house upon pulling a permit to do so they are assessed fire mitigation fees because it increases the services we need to provide. From this our department needs to update the existing policy. It needs to cover habitable space and will serve letter.

Benton Tribal Hydrant System
Discussion: The tribe has a hydrant system that the district can work with the tribe to assess and maintain to increase resources for the area.

Benton Hot Springs Service Agreement
Discussion: Reach out to create a formal will serve agreement for fire services.

Staff Reports
Chief Doonan
ESO is our new emergency reporting system. It will cost more but will provide better reporting.
Cell service is an issue in our district with limited access. Looking into using AT&T to expand service. This would mean putting devices in each vehicle. We may be able to get funding from Mono County Chief's Assoc.
Reported on two recent incidents. One a fire, describing the behavior of the fire. Brought in outside agency to assist. This will be investigated. The other was a highway incident with possible explosive possibilities describing all the processes involved in such an incident.
Chief Doonan attended the AFG Peer review panel in Maryland regarding grant applications. This helped understand what would be helpful in submitting a grant for funding.
National Fire Academy has trainings along with the National Emergency Training Center. These are places to send our members once a year to participate.
Chief Doonan is part of the Multi Jurisdictional Joint Hazard Mitigation program. This is part of FEMA.
We need to address the sales and use tax exemption.
Vehicle maintenance budget will increase due to the fact we need to do annual pump testing on vehicles.
Facilities Manager - Renae Kaiser
Association bank balance $ 22,027.95. Everything is updated regarding expenses, meetings and taxes will be done before April 15, 2025.
EMS Captain - Matt Doonan
Matt is teaching an advanced EMT class for Independence Fire Department. One of our members is in the class, she will be added as an Advanced EMT to our department within a month or two. Being an advanced EMT adds a blended level of services they can provide including IV's and medications. This class will be available in house later in the year.
Training Coordinator - James Janney
James went over training hours for personnel to date. Encouraging anyone who wants to participate. Training hours goes toward our ISO rating. Training hours will be directed toward increasing our ISO rating. The training calendar is mapped out through June. Working on transitioning to ISO and Emergency reporting, radios and personnel equipment. The software can inventory all equipment and vehicle maintenance, helps track the need to replace and adjusting budget items. This tracking helps with receiving grant assistance and insurance.
