  1. Call to Order
    The meeting was called to order at 6:00 pm by Chair Jarret Phillips.

    1. Roll Call

      Present: Chair Jarret Phillips, Vice-Chair Matt Yount, Commissioner Dan Eder

      Absent: Commissioner Robin Pickens

      Staff Present: Chief D. DoonanEMS Coordinator M. Doonan

  3. Legal Counsel

    Discussion of need for District Legal Counsel.  Unanimous agreement

    Vice-Chair Matt Yount motioned to approve. Commissioner Dan Eder seconded the motion.

    The motion passed with the following vote:

  4. Purchase of Type 1 Engine

    Chief Doonan discussed the purchase of a Type I Engine that was located in Ghent, West Virginia.  Consensus to direct Chief Doonan to travel to Ghent and examine the engine.  District to pay airfare for Chief Doonan and his wife.  Chief Doonan to cover the remainder of the costs.

  5. Strategic Plan Workshop  
    1. Community Survey Results

      Chief Doonan reviewed the results of the October 2024 Community survey.

    2. District Strengths

      Discussion. Several Strengths were identified, such as  Leadership, Commitment, Website, Social Media, Tools and Equipment, EMS

    3. District Weaknesses

      Discussion. Several Weaknesses were identified, such as a lack of members, communication systems, dispatch and time commitment, recruitment, travel, tax income for the district, decreasing  young population, geography, station location, training facilities, and equipment housing

    4. District Opportunities

      Discussion.  Several Opportunities were identified, such as increasing  the ability to respond to statewide mutual aid, consolidation for economies of scale and recruitment, increasing community training opportunities, 4H/Explorer program, recruitment open house, community outreach (food drive, snowplowing), welfare checks for at-risk residents, working with schools and church, diverse volunteer opportunities (not typical fire roles)

    5. District Threats

      Discussion.  Several Threats were identified, such as decreased volunteerism, members moving out of the area, negative people, perceived lack of support from county services, OSHA rule changes, cost of doing business, increasing call volume, retention of volunteers

    6. District Goals

      Discussed vision and core values.  Vision - Provide high-level EMS and Fire Protection, Continue our current path, protect lives and property, and provide community support and education, engage the community to see what we do.  Core Values - Community, honesty, integrity, strength in diversity, professionalism, safety,
