Call to Order
The meeting was called to order at 6:30 pm by Mayor Iva Walton.

Present: Mayor Iva Walton, Vice-Mayor David Kent, Councilmember Pamela Bulahan, Councilmember Aleida Suarez
Staff Present: Interim City Manager Jon Kennedy, (Newly Appointed) Deputy City Clerk Nate Anderson, Jessica Bigby and Rebekah Mojica.

Public Comments
Resident thanked the city for all the hard work that has been put in over the past several months.
Resident inquiring about the current city structure, what is the staffing levels and times for contacting City Manager(s).

Swearing in Nate Anderson as Deputy City Clerk
Nate Anderson sworn in by Vice Mayor David Kent to be the Deputy City Clerk.

City Council Communications / Reports
Council Member Suarez inquiring on the status of the Realtor Disclosure for potential buyers of property on Main Street, which would include the Municipal Codes for usage of such purchases.
Vice Mayor David Kent informed Council of the numerous meetings he's been asked to attend to better the City's current and future position.
Mayor Iva Walton commented on previous public comment regarding "secretive meetings" being held by council. "Members of the Council can meet and have discussion anywhere and anytime, we are working. There is no "fishy" business and we are just doing our job."

Approve Minutes for the February 11, 2025 Regular Meeting
Councilmember Pamela Bulahan motioned to approve. Councilmember Aleida Suarez seconded the motion.

Announcement of City Councilmember Resignation
Interim City Manager Jon Kennedy informed Council that Council Member Dean Dockery presented his letter of resignation to the Council at the conclusion of the last meeting.
Public Comment - How is this vacant position going to be filled?

City Council Vacancy
Interim City Manager Jon Kennedy informed the Council on the options open to fill the vacancy, Council voted to move forward with the appointment process, with letters of intent, and interviews.
Councilmember Pamela Bulahan motioned to approve. Councilmember Aleida Suarez seconded the motion.

Green Means Go Amendment
Interim City Manager Jon Kennedy requesting direction and adopting an amendment to keep the process going with the Grant.
Resident stated that to move forward with the Grant, the existing sewer issues need repair and addressed
Resident stated that the grant money should and needs to be used wisely unlike in past practices.
Vice-Mayor David Kent motioned to approve. Councilmember Aleida Suarez seconded the motion.

City Fire Services Update / Chief Resignation / Chief Appointment
Interim City Manager Jon Kennedy updated the Council on the resignation of Fire Chief Kyle Merkins and appointment of Fire Chief Michael Mimiaga.
Fire Chief Mimiaga reported to Council that as new Chief he has reassessed the current policies and procedures and is in the process of implementing new policies. Provided Council with information on the minimum training and qualifications needed to be a volunteer firefighter. Informed Council that the current SOP will be reviewed and updated.

Debt and Bankruptcy Filing Update
Law Firm and Accounting updated Council of possibility of bankruptcy, but as a last resort. Continuing to move is the directions to attempt to fix the financial situation without filing for bankruptcy.

Prepare CA JumpStart Grant: Update and Approval to Advertise RFQ
Interim City Manager Jon Kennedy updated the Council on the Grant and what it is earmarked for. Requesting direction to amend the scope of the RFP/
Council and residents commented on a citizen review of the RFP
Mayor Iva Walton motioned to approve. Vice-Mayor David Kent seconded the motion.

Budget Review
Accountant Jessica Bigby updated Council on the current status of the financial situation. City has made the obligated payments to SCORE and a third payment is coming due. Council was updated on the need to sell the surplus equipment to make payments. Council updated that the debt total is close to 5 million.
