  1. Call to Order
    The meeting was called to order at 6:30 pm by Mayor Iva Walton.

    1. Roll Call

      Present: Mayor Iva Walton, Vice-Mayor David Kent, Councilmember Pamela Bulahan, Councilmember Aleida Suarez

      Staff Present: Co-City Manager Jon Kennedy, Co-City Manager Adam Cox, CPA Jessica Bigby, City Attorney Representative Rebekah Mojica, Deputy City Clerk Nate Anderson


  2. Public Comments

    Residents inquired about the city complying with and enforcing parking and colored curb violations, offered to volunteer to paint cubs if needed. 

  3. City Council Communications / Reports 

    Council Member Aleida Suarez - Asian American Park to open early to mid May 2025, several new businesses on Main street openning

    Vice Mayor David Kent - Will make statements monthly on council reports


  4. Approve Minutes for the February 25th, 2025 Regular Meeting  Vice-Mayor David Kent motioned to approve. Councilmember Aleida Suarez seconded the motion.

  5. Extension of Conditional Use Permit - Meadows of Isleton

    This is an Active project, citizen concerns regarding traffic and roadway conditions, City Planner Gary Price reported that the fees in the project are defined in AB1600 and those fees were approved to be paid over a five year (5) period,. This agenda item is requested to be rediscussed in the next council meeting. Several council members had questions and concerns about the CUP, enforcement of the CUP, and how this project will impact the elementary school. City planner Gary Price explained the CUP process and how this project informations was gathered. 

    Vice-Mayor David Kent motioned to approve. Mayor Iva Walton seconded the motion.

  6. Bank Account Closure

    CPA Bigby reported there are 6 open accounts and two have been closed, Prioritizing the need for accounts and settling on ones that are needed. 

    Vice Mayor Kent inquired if the City was in compliance with closing of accounts.

    Mayor Walton inquired if there was a municipal code regarding having multiple accounts. 

    Citiznes inquired that once the accounts are closed are there statements that go with them. 

    Mayor Iva Walton motioned to approve. Councilmember Aleida Suarez seconded the motion.

  7. Modify Check Signing Policy

    Per Council this Agenda Item to be brought back as a future agenda item to be discussed in more detail

  8. Budget Review / Debt Update

    CPA Bigby reported the city is still in debt crisis, the City has a 2 week deadline to meet with SCORE, the City is still not breaking even on a monthly basis, City staff is focusing on prioritizing expenditures and making needed cuts to function, City is now closer to being 4 million in debt after the sale of fire apparatus/equipment. 

  9. Fire Department Update

    Co-City Manager Jon Kennedy reported the sale of 2 Fire Dept apparatus/equipment to other agencies, with the gain of an older model apparatus (pickup) and several sets of Fire PPE (turnouts) from one of the buying agencies. Several new volunteers have been picked up and joined the Fire Department, Fire Chief Mimiaga enrolled the City Fire Department ina DMV "Pull program" for Driver's License reports on qualified personnel operating the Fire apparatus/equipment.
