Call to Order
The meeting was called to order at 6:30 pm by Mayor Iva Walton.

Staff Present: Co Interim City Manager Jon Kennedy, Deputy City Clerk Nate Anderson, Finance Director Jessica Bigby, City Attorney Rebekah Mojica

Public Comments
Several residents commented and inquired on the recent reported "attacks" that occurred within the City
Co City Manager Kennedy advised that the Sacramento County Sheriff's Office is aware and working on the incidents and that due the incidents being an open investigation, there ino details or other comments to be made at this time.
Residents inquired about the lighting on Delta Ave
Resident expressed their frustration and opinion on how Vice Mayor Kent carried himself in meetings and "wastes" citizen and staff time at meetings.

City Council Communications / Reports
Council Member Suarez thanked staff, gave update on the Asian American Heritage Park, announced the postponement of the Public Auction of 18& 20 Main St and and informed the public that the Meadows RV Park property is listed for sale
Council Member Bulahan attended a recent SACOG meeting and advised that she has received inquiries from residents about receiving "late notices" in the mail about sewer bills.
Vice Mayor Kent deferred his report to another time
Mayor Walton Thanked staff for their continued hard and diligent work

Fill City Council Vacancy
Vice Mayor Kent provided a few questions for the candidate, which were answered by the candidate, Cara Pellegrini. Council Member Cara Pellegrini was officially sworn in as a City of Isleton Council Member by Deputy City Clerk Nate Anderson..
Councilmember Aleida Suarez motioned to approve. Mayor Iva Walton seconded the motion.

Appointment of City Treasurer
Candidate Terri Hupfner was approved and sworn in as City treasurer

Resolution 03-25 FBI/DOJ Fingerprinting Access
Fire Chief Mimiaga provided Council with background on Resolution 03-25 (FBI/DOJ Fingerprinting access, Council Members inquiring on cost and setting up of policy/procedure for the fingerprint process
Councilmember Aleida Suarez motioned to approve. Vice-Mayor David Kent seconded the motion.

Modify Check Signing Policy / Proposed Financial Ordinance
Attorney Office Rebecca brought forth an initial draft for a new ordinance to amend the current code and have policy in place for future purchasing
Vice Mayor Kent inquired if this was made from a template, Rebecca informed Council this was drafted from looking and researching several other cities and molded to work with Isleton.
Councilmember Aleida Suarez motioned to approve. Councilmember Pamela Bulahan seconded the motion.

Fire Department Update
Fire Chief Mimiaga provided Council withnumber of calls for service this month, total of 23, 13 medical calls, 5 fires, and 5 mutual aid requests

Pallet Manufacturing Plant Expansion
Co City Manager Kennedy advised there will be no current discussion on this item as this needs to follow due process

Budget Review / Debt Update
Finance Director Bigby provided Council with several handouts and discussed in depth the current debts, future needs and requirements to move forward as a surviving City, provided rough drafts of proposed budgets, spoke on possible sales of City owned properties, and posisble furhter cuts as needed to several departments.
