  1. Call to Order
    The meeting was called to order at 6:30 pm by Mayor Iva Walton.

      Interim City Manager

      Council accepted Sectaris Partners, LLC contract termination notice.

    2. Closed Session pursuant to Government Code Section 54957 – Public Employee Appointment

      Contracted City Manager / Interim City Manager

      Council appointed Jon Kennedy as Interim City Manager

  4. Approval of Contract with Kennedy Solutions, Inc. for Contracted City Manager Services

    Interim City Manager Kennedy updated Council why the new contract was being put forth and the small changes set within the new contract. 

    Councilmember Cara Pellegrini motioned to approve. Councilmember Aleida Suarez seconded the motion.

  5. City Council Communications / Reports

    Council Member Pellegrini reported on the community meeting held at Pineapple by citizens on their efforts to start an informal neighborhood watch type program with text chain and social media group being created, Council Member will be attending a seminar covering 'boosting local budgets' in the near future, unofficial poll was performed on the public usage of the City Dock (approximately 9-10 visitors a day), Council Member would like to entertain future discussion in regards to Planning Commission and IHPRB Integration.

    Council Member Suarez reported as well on the Community meeting held at Pineapple and their efforts to come together as a informal neighborhood watch, Council Member reported that the Isleton Elementary School was designated as a 'CA Distinguished School' and congratulated them on the accomplishment. 

  6. Approve Minutes for the March 25th, 2025 Regular Meeting

    Motion was made to accept with corrections.

    Councilmember Aleida Suarez motioned to approve. Councilmember Cara Pellegrini seconded the motion.

  7. Appointment of City Clerk

    Resident Gabriela Garcia appointed and sworn in as City of Isleton City Clerk

    Councilmember Cara Pellegrini motioned to approve. Councilmember Aleida Suarez seconded the motion.

  8. Designate Signer for USDA-RD

    Finance Director Jessica Bigby updated Council that there are open grants needing to be finalized and by designation as signer, this grants her the ability to act on behalf of the City of Isleton

  9. Budget Review / Debt Update

    Finance Director Jessica Bigby reported to Council that the City of Isleton is now considered 'Healthy" in the eyes of U.S. Bank (in good standing), SCORE seeking to continue monthly meetings to evaluate the City for continual coverage.

    Council Member Suarez inquired on SCORES statement of "Interference from Council" and has there been discussion and how has this affected talks with SCORE

    Finance Director Bigby explained that SCORE representation should be staff (Interim City Manager and/or Finance Director Bigby) and if needed, then Council Member may assist. 

    Finance Director Bigby updated Council on prioritizing Sewer system repairs within the documents provided and updated on several more itemized sections of and answered specific questions from Council relating to those items. FEMA has advised there is no large money coming to the City at this time, and Sacramento County has offered to assist with monitoring and setting up 'flow meters' to isolate and identify sewer related failures and issues. 

  10. Reimbursement Policy - Best Practice Discussion

    City AttorneyRebekah Mojica second reading of the policy and took direction and answered questions regarding wording and making additional changes as requested by Council. 

  11. Council selection for board appointments and alternates

    Council discussed current appointments and alternatives to board positions.

    Vice Mayor Kent - Delta Protection Commission (DPC) / Alternative Mayor Walton

    Mayor Iva Walton motioned to approve. Councilmember Cara Pellegrini seconded the motion.

  12. Fire Department Update

    Fire Chief Mimiaga reported to Council mothly calls for service showed 23 total calls, 14 medical, 5 fires, and 4 public assists.

  13. Regular Meeting Date Schedule

    Interim City Manager Kennedy informed the intent to get direction from Council in entertaining City Council Meetings being held once a month due to staffing levels. Council suggested keeping the scheduled meetings but having the ability to cancel as needed the secondary meeting with notice.

    Public Comment regarding staffing availability and access, several pros and cons regarding going to one meeting a month from public, several residents provided back story and history on progression from one to two meetings per month.

  14. Modify Park Ordinance / Proposed Dog and Skatepark Ordinance
    City Attorney Rebekah Mojica updated the Council that language and other grammatical errors were edited and fixed. Council directed additional wording and clarification on current wording within the proposed ordinance. 
    Councilmember Aleida Suarez motioned to approve. Mayor Iva Walton seconded the motion.

  15. Modify Check Signing Policy / Potential Adoption of Financial Ordinance

      City Attorney Rebekah Mojica updated Council on the second reading of the policy manual. Council members inquired on creating a review process for current and future contracts with specific monetary terms and wording.

      Councilmember Aleida Suarez motioned to approve. Vice-Mayor David Kent seconded the motion.

    Council Member Pellegrini requesting IHPRB/Panning Commision with discussion on combining as committee, possible pallet yard update/dicussion

    Mayor Walton suggested an update on Del Rio progress
