  1. Call to Order
    The meeting was called to order at 6:30 pm by Mayor Iva Walton.

    1. Roll Call

      Present: Mayor Iva Walton, Vice-Mayor David Kent, Councilmember Pamela Bulahan, Councilmember Aleida Suarez, Councilmember Cara Pellegrini

      Staff Present: Interim City Manager Jon Kennedy, Finance Director Jessica Bigby, City Attorney Rebekah Mojica, Deputy City Clerk Nate Anderson


  2. Public Comments

    Pubic comments thanking Mayor Walton for her interview on the KQED story and others insisting the focus should be be on the City sewer system and not focus on the potential future flooding. Public made note of recent public records request findings of Vice Mayor Kent's reimbursables during his time on council, and additional comments advising that there is misdirected blame placed on Vice Mayor 

    Mayor Walton and Vice Mayor Kent replied to public comment

    Interim City Manager informed Council that replying to the public comment is a violation of the Brown Act and a vilation of law.

    Mayor Walton informed Interim City Manager that she was allowing the reply.

    Kent stated that in upcoming items, public comment will be addressed. 

  3. Consent Agenda
    1. Approve Minutes for the April 8th, 2025 Regular Meeting

    2. Ratification of the Payment of General & Sewer Fund Warrants

    With corrections needing to be edited.  

    Councilmember Cara Pellegrini motioned to approve. Councilmember Aleida Suarez seconded the motion.

  4. City Council Communications / Reports

    Councilmember Suarez informed council on the pending sale of 16 Main and the recent sale of 18 and 20 Main in the Historic. The Grand Opening of the Asian American Heritage Park May 31 from 11am - 3pm.

    Councilmember Pellegrini attended a budget meeting (Boosting Local Budgets) and provided a link for the public:.

    Vice Mayor Kent reported on having conversations with Supervisor Hume regarding the Delta Tunnel Project and the impact in the Isleton area. Advised he was asked to attend SCORE meetings as the alternate  for the City of Isleton. Received permission from the Delta Protection Commission for reimbursement for any travel  and attending. Advised that being an appointed official there is a responsibility to attend the various committees. Questioned what is the obligation of council members

    Mayor Walton reported being grateful that Vice Mayor Kent attend meetings on the City's behalf with no financial gain and personal loss. 

  5. Approval of Memorandum of Understanding (MOU) with Sacramento Transportation Authority 

    Councilmember Pellegrini gathered clarification on the dollar amount mentioned and how it will be utilized.

  6. Adoption of Ordinance 2025-02

    Projected Grand Opening date of May 28, 2025

    Councilmember Aleida Suarez motioned to approve. Councilmember Cara Pellegrini seconded the motion.

  7. Resolution 04-25 Renewal of Cooperative Agreement Number 991534

    Councilmembers had several questions regarding the Fire/Rescue Boat, currently how many operators and how are requests for assistance relayed?

    Fire Chief Mimiaga and Fire Lt Hewitt were able to answer the logistical questions. 

    Public comments were made advising that Public Records Acts (PRA) requests were made to the Sacramento Regional Dispatch inquiring on how many calls for service was the boat dispatched to and chose not to make the PRA through the City due to past experiences.  

    Councilmember Aleida Suarez motioned to approve. Councilmember Cara Pellegrini seconded the motion.

  8. Chief Resilience Officer - Jumpstart

    Finance Director Bigby reported that this position will be multifunctional, but will be focusing on assisting with Grants and potentially audits, this will be a 3 yr term position which will be fully funded through the grant.  

    Councilmember Cara Pellegrini motioned to approve. Mayor Iva Walton seconded the motion.

      Public comment asked questions about possible upcoming "trash day" and if/when will it be scheduled. Also comments about possibly using CDF to assist Public Works with any time consuming labor intensive projects. 

  10. Project Updates - City Manager & Finance Director
    1. Main Street ADA

    2. Green Means Go

    3. Misc. Sewer Operations

    4. DWR Small Communities Flood Risk Reduction Program (SCFRRP)

      Interim City Manager and Finance Director reported to the council on the above ongoing projects . 

  11. Ad Hoc Committees

    Council determined and agreed that all Ad Hoc committees shall be dissolved at this time with the understanding that committees can be reopened in the future if needed. 

    Public comment was made that there would be no oversight due to there not being a finance committee. 

    Interim City Manager replied  it was absurd the the City is not trying to have oversight. 

    Member of pubic objected to the Mayor that a statement made by them was described as absurd .
