1. Call to Order
   The meeting was called to order at 6:45 am by Mayor Iva Walton.

      Present: Mayor Iva Walton, Vice-Mayor David Kent, Councilmember Pamela Bulahan, Councilmember Aleida Suarez, Councilmember Cara Pellegrini

      Staff Present: Interim City Manager Jon Kennedy, Finance Director Jessica Bigby, City Attorney Rebekah Mojica, Deputy City Clerk Nate Anderson and Contract City Planner, Gary Price

      
      
2. Public Comments

   Public comments on city growth, utility rates, and community events

3. Adopt Resolution 09-25 Conditional Use Permit - California Pallet Company 

   Motion was to table/continue public hearing until the next regular meeting in September.

   California Pallet Company proposed expansion: 4.8 acres added to existing 3.39-acre facility.

    Expansion includes outdoor storage, wood shredding, and pallet recycling; 14 employees. 

   Conditional use permit required due to noise and fire safety concerns; noise barrier and fire safety plan mandated. 

   Project deemed consistent with zoning and general plan; exempt from environmental review under CEQA.

   Mayor Iva Walton motioned to approve. Councilmember Cara Pellegrini seconded the motion.

4. Annual Progress Report - General Plan Housing Element

   Contract City Planner Gary Price reported on the following:
   

   · Annual Progress Report for the 2024 General Plan Housing Element was approved by the council.

   · Report shows minimal residential development occurred in 2024.

   · Zoning code was updated in 2024, reduced from 32 chapters to 6 chapters.

   · Further zoning updates required by November to comply with state law.

   Councilmember Cara Pellegrini motioned to approve. Councilmember Aleida Suarez seconded the motion.

   Councilmember Aleida Suarez motioned to approve. Councilmember Cara Pellegrini seconded the motion.

6. Adopt Resolution 08-25 Confirming the Regular Meeting Time of the City Council

   City Attorney Rebekah Mojica reported on the following: Resolution 08-25 was adopted to confirm the regular City Council meeting time
   .

   Councilmember Cara Pellegrini motioned to approve. Councilmember Aleida Suarez seconded the motion.

7. Approval of Loan Request Letter to the Sacramento County Board of Supervisors

   Chief Finance Director reported the following:·City requesting direction to finalize and send the approved loan request letter to Sacramento County for budget hearing consideration.

   Decision: Council approved the loan request letter to the Sacramento County Board of Supervisors.

   Councilmember Aleida Suarez motioned to approve. Councilmember Cara Pellegrini seconded the motion.

8. 6.18.2025 Sacramento County Grand Jury Report - ON THE BRINK OF BANKRUPTCY: ISLETON’S FAILURE TO GOVERN

   Council discussed the Sacramento County Grand Jury report

   Staff presented redline updates to findings 4, 6, and  7

   Councilmember Aleida Suarez motioned to approve. Councilmember Cara Pellegrini seconded the motion.

10. Creation of an Ad Hoc Committee for Ordinance Review 

    Item tabled until next meeting.

11. Appeal of Encroachment Permit Application Denial - 35 Main St - Mei Wah

    Motion made to not approve appeal to grant encroachment permit. Most public comments in favor of approving the appeal.
