  1. Call to Order
    The meeting was called to order at 6:30 pm by Mayor David Kent.

    1. Roll Call

      Present: Mayor David Kent, Vice-Mayor Cara Pellegrini, Councilmember Pamela Bulahan, Councilmember Aleida Suarez

      Absent: Councilmember Iva Walton


  2. Public Comments

    Council acknowledged resignation of Councilmember Walton and discussed process to fill the vacancy.

    Several residents commented on the positive note that CHP has been working speeders in the area. 

    Finance Director commented that $500,000 FEMA funding update received; positive Department of Finance audit with no fiscal impact.

  3. Consent Agenda
    1. Approve Minutes for the August 12, 2025 Special Meeting and August 12, 2025 Regular Meeting

    Consent agenda approved.

    Councilmember Aleida Suarez motioned to approve. Councilmember Pamela Bulahan seconded the motion.

  4. PUBLIC HEARING on Treated Sewer Rate Increases and Approval of Sewer rate increase pursuant to Proposition 218 Notice

     Council approved rate adjustment after Prop 218 hearing.

    Councilmember Aleida Suarez motioned to approve. Mayor David Kent seconded the motion.

  5. Resolution for Designation of Applicant's Agent for Non-State Agencies 

    City manager and finance director designated as agents for Jumpstart grant.

    Councilmember Aleida Suarez motioned to approve. Vice-Mayor Cara Pellegrini seconded the motion.

  6. Creation of an Ad Hoc Committee for Ordinance Review

    Ad hoc committee formed (Pellegrini & Suarez) to review all ordinances.

    Public urged transparency, use of other cities’ ordinances, and manageable review process.

    Councilmember Pamela Bulahan motioned to approve. Councilmember Aleida Suarez seconded the motion.

  7. Public Records Requests 

    Staff discussed the surge of public records requests and advised council there may be additional staff time that will result in additional costs to the city.

  8. City Council Communications / Reports

    Updates noted on Brannan-Andrus Levee Maintenance District and FEMA funding limits; upcoming committee meeting announced.

    Information regarding any properties along the Hwy 160 side of Main street and along the North side of second street are subject to the levee district review.
