1. Call to Order
   The meeting was called to order at 6:30 pm by Mayor David Kent.

2. Public Comments

   Several residents made comments regarding the Pallet Yard process and equipment. 

3. Consent Agenda

   1. Approve Minutes for the August 26, 2025 Regular Meeting

   2. Ratification of the Payment of General & Sewer Fund Warrants 

   3. INFORMATION ONLY - Receipts for August 2025

   Approved with edit to previous minutes.

4. Continuation of PUBLIC HEARING & Adopt Resolution 09-25 Conditional Use Permit - California Pallet Company

   Council discussed a conditional use permit for a business expansion and debated separating a shredder permit from the main project. The motion made by Councilmember Suarez was to continue the public hearing.

   Councilmember Aleida Suarez motioned to approve. Vice-Mayor Cara Pellegrini seconded the motion.

5. Announcement of City Councilmember Resignation

   Council accepted a resignation

   Councilmember Aleida Suarez motioned to approve. Councilmember Pamela Bulahan seconded the motion.

6. City Council Vacancy

    Directed staff to publish a vacancy notice and appoint a replacement instead of holding a special election.

   Councilmember Aleida Suarez motioned to approve. Councilmember Pamela Bulahan seconded the motion.

7. Accept Proposal for the City of Isleton’s Zoning Code and Residential Infill Development Update.

   Council approved a zoning code update proposal from Dynamic Planning for residential infill development.

   Councilmember Aleida Suarez motioned to approve. Councilmember Pamela Bulahan seconded the motion.

8. Resolution - Sewer Service Charge Adjustment

   Council reviewed and adopted Resolution 1025 for sewer service charge adjustments. Staff directed to implement new sewer service rates effective September 1, 2025.

   Councilmember Aleida Suarez motioned to approve. Vice-Mayor Cara Pellegrini seconded the motion.

9. Cal Waste Solid Waste Rate Adjustment Notification and Presentation

   Cal Waste to implement a 4% solid waste rate increase effective October 1, 2025.

   Vice-Mayor Cara Pellegrini motioned to approve. Councilmember Aleida Suarez seconded the motion.

    1. Public Works

       Staff reported on department activities including sinkhole repair quote

    2. CSO Report

       Staff reported on department activities and cannabis inspection updates.

    3. Fire Department

       Staff reported on department activities and fire department strike team participation.

11. Meeting Structure

    Council discussed meeting procedures and public comment placement. Council deliberated reinstating the Pledge of Allegiance, sharing symbolic perspectives.

12. City Council Communications / Reports

    Mayor Kent reported attending a county budget review, expressing optimism for Isleton’s financial health and revitalization efforts.
