1. Call to Order
   The meeting was called to order at 6:30 pm by Mayor David Kent.

2. Public Comments

   Several residents provided comment on events and concerns within the City.

3. Consent Agenda

   1. Approve Minutes for the September 9, 2025 & September 23, 2025 Regular Meetings

   2. Ratification of the Payment of General & Sewer Fund Warrants

   Councilmember Aleida Suarez motioned to approve. Councilmember Pamela Bulahan seconded the motion.

4. City Council Vacancy Applicant Review

   Treasurer Terri Hupfer confirmed and sworn in as City Councilmember 

   Councilmember Pamela Bulahan motioned to approve. Councilmember Aleida Suarez seconded the motion.

5. Possible City Treasurer Vacancy

   1. Discuss the Treasurer vacancy and advertising to fill position.

      City Treasurer position now vacant and in the process of seeking fulfillment. 

6. Review and Approve:  FIRST AMENDMENT TO LEGAL SERVICES AGREEMENT BETWEEN THE CITY OF ISLETON AND PRENTICE|LONG, РС

   In place legal contract to be amended to show Sean Cameron as the City of Isleton City Attorney

   Councilmember Aleida Suarez motioned to approve. Councilmember Pamela Bulahan seconded the motion.

7. Adopt Resolution 12-05 authorizing the use of supplemental funding for the Isleton Library Abatement Project motioned to approve. Councilmember Pamela Bulahan seconded the motion.

8. Continuation of PUBLIC HEARING & Adopt Resolution 09-25 Conditional Use Permit - California Pallet Company

   Roll Call Vote second by newly appointed Councilmember Hupfer. 
   Continuance approved to November 11, 2025 General Council Meeting. 

   Vote by newly appointed Councilmember Hupfer - Aye 

   Councilmember Aleida Suarez motioned to approve. seconded the motion.

9. Main Street ADA SACOG Grant - Proposal Review

   Council approval to move forward with the ADA SACOG Grant regarding ADA compliant intersections/handicap walkways/sidewalks.

   
   

   Councilmember Aleida Suarez motioned to approve. Councilmember Pamela Bulahan seconded the motion.

    Approval of removal and adding bank signatures as authorized signees. Authorized signees Interim City Manager Jon Kennedy. Mayor David Kent, and Vice Mayor Cara Pellegrini

    Councilmember Aleida Suarez motioned to approve. Councilmember Pamela Bulahan seconded the motion.
