  1. Call to Order
    The meeting was called to order at 6:00 pm by Mayor David Kent.

    1. Roll Call

      Present: Mayor David Kent, Vice-Mayor Cara Pellegrini, Councilmember Pamela Bulahan, Councilmember Aleida Suarez, Councilmember Terri Hupfer

      Staff Present: Interim City Manager Jon Kennedy, Finance Director Jessica Bigby, City Attorney Sean Cameron, Deputy City Clerk Nate Anderson


  2. Public Comments

    Residents commended the City Fire Department for their efforts and attendance at the Elementary School parade and trunk or treat. 

  3. Consent Agenda
    1. Approve Minutes for the October 14, 2025 Regular Meeting & October 21, 2025 Special Meeting

    October 14th and October 21st minutes approved

    Councilmember Aleida Suarez motioned to approve. Councilmember Pamela Bulahan seconded the motion.

  4. Continuation of PUBLIC HEARING & Adopt Resolution 09-25 Conditional Use Permit - California Pallet Company 
    Council discussed a conditional use permit for a wood shredding operation, focusing on noise concerns. They agreed to add a condition requiring additional sound curtains near 6th Street if the shredder is used, with the applicant willing to consider this.
    Councilmember Aleida Suarez motioned to approve. Vice-Mayor Cara Pellegrini seconded the motion.

  5. Grant Update

    City Council discussed two main items: grant updates and surplus property declarations. Jessica presented updates on various grants, including the Chief Resilience Officer position and infrastructure improvements. 

  6. Declaration of Property as Surplus Land (or Exempt Surplus Land) under the California Surplus Land Act

    Council decided to investigate the potential sale or lease of several city-owned parcels, excluding the school property for further review. They directed staff to prepare factual reports justifying why each property should be declared surplus, except for the school property which requires additional investigation.

  7. Council discussion over time restrictions on public comment.  
    Council discussed public comment rules, deciding to limit 3 minutes per speaker.
  8. IHPRB - Roles and Responsibilities
    Council also reviewed concerns about the Isleton Historic Preservation Review Board (IHPRB), including its lack of an operational manual and questions about board composition. The meeting focused on the operations and challenges of the Isleton Historic Preservation Review Board (IHPRB), particularly regarding its composition, procedures, and responsibilities.

    Councilmember Suarez reported attending a CEQA Webinar. Mayor Kent requested next agenda Items be placed on the agenda, Ordinance Committee to provide an update to Council.
