  1. Call to Order
    The meeting was called to order at 6:30 pm by Vice-Mayor Cara Pellegrini.

    1. Roll Call

      Present: Vice-Mayor Cara Pellegrini, Councilmember Pamela Bulahan, Councilmember Aleida Suarez, Councilmember Terri Hupfer

      Staff Present: Interim City Manager, Jon Kennedy - Finance Director, Jessica Bigby - Public Works Director, Jory Hadden - Fire Chief, Michael Mimiaga


  2. Selection of Mayor and Vice-Mayor due to City Council Vacancy - Mayor Kent

    A motion was made to select Councilmember Suarez as Mayor and Vice-Mayor Pellegini to remain as Vice Mayor. - There were no public comments

    Vice-Mayor Cara Pellegrini motioned to approve. Councilmember Pamela Bulahan seconded the motion.

    The motion passed with the following vote:
      4   In Favor      0   Opposed
         Abstained         Absent         Recused

  3. Public Comments

    None

  4. Consent Agenda
    1. Approve Minutes for the December 9, 2025 Regular Meeting

    2. Ratification of the Payment of General & Sewer Fund Warrants 

    Item 4B was tabled to the next meeting.

    Councilmember Pamela Bulahan motioned to approve. Councilmember Terri Hupfer seconded the motion.

    The motion passed with the following vote:
      4   In Favor      0   Opposed
         Abstained         Absent         Recused

  5. Appointment of Representative and Alternate to the Sacramento Transportation Authority Governing Board

    A motion was made to appoint Pam Bulahan as the representative to the Sacramento Transportation Authority Governing Board.

    Vice-Mayor Cara Pellegrini motioned to approve. Councilmember Aleida Suarez seconded the motion.

    The roll call vote:

  6. Bank Account Signature Authorization and Removal

    Mayor Suarez, Vice Mayor Pellegrini and Interim City Manager, Jon Kennedy to be the signers of all bank accounts.

    Vice-Mayor Cara Pellegrini motioned to approve. Councilmember Pamela Bulahan seconded the motion.

    The roll call vote:

  7. Second Reading and Adoption of Historic Preservation Ordinance Amendment

    Public comment was made by Paul Cantelli, John Randolph and Lori Kent. Council and staff discussed the item, which included Interim City Manager asking 2 members of the IHPRB if they would still consider assisting, but there was limited interest.

    Vice-Mayor Cara Pellegrini motioned to approve. Councilmember Aleida Suarez seconded the motion.

  8. Staffing Update

    Finance Director and Interim City Manager gave an update on current staffing, including the need for IT maintenance, a recent reduction in workforce of the Deputy City Clerk/Code Enforcement officer position. Intereim City Manager mentioned that code enforcement is still ongoing.

  9. Sidewalk ADA Project Update 

    The Finance Director gave an update on the ADA Sidewalk project.

  10. Department Reports

      Report received

    2. Fire Department

      Reports received and Vice Mayor Pellegrini offered praise for all the hard work the fire department staff has done the last year, especially given the circumstances this time last year. And thanks staff for joining Pulse Point.

  11. City Council Communications / Reports 

    Councilmember Hupfer gave an update on the Cal Recycle audit efforts

    Councilmember Bulahan attended the SACOG Land Use Committee

    Vice Mayor Pellegrini gave update on her research of ordinances in different areas, with an emphasis on sewer ordinances.

    Mayor Suarez reported similar activity regarding ordinance research, including sewer, infrastructure and public safety. She plans to attend the upcoming Delta Protection Commission meeting
