Councilmember Battaglia: Attended Board of Supervisors meeting, Airport Land Use Commission, Plumas County Integrated Waste Management Task Force Meeting - Air Curtain Incinerator (ACI) delivered to Intermountain Disposal, Townhall scheduled for District 1 hosted by Supervisor Ceresola scheduled for 08/28
Mayor Pro Tem Powers: Attended Music in the Park, LAFCo meeting, Fire Safe Meeting, invited public to final Music in the Park next Friday
Mayor Murphy: Attended LAFCo meeting, commented on Caltran's restriping plan for Portola, commented on Intermountain Disposal hazardous waste event and lack of inclusion of City residents in program, commented on Plumas County's desire to have a strategic plan with participation from the City

Plumas County Sheriff: Chad Hermann is the new Sheriff
Councilmember Battaglia provided an update from Norther Sierra Air Quality. Sponsoring 5k during Railroad Days. Final Green Waste Event is October 10th-24th where City residents can drop off green waste free of charge.

City Manager Report
City Manager Bonk provided monthly update on the activities of the City staff.
Staff submitted the application to Caltrans for the Highway Bridge Program on 08/08/2025 for the phase II structural rehabilitation of the bridge. The application contained letters of support from United States Congressman Kiley, California Senator Dahle, California Assemblymember Hadwick, Plumas County Sheriff's Office, Beckwourth Peak Fire Protection District, Eastern Plumas Health Care, California Governor's Office of Emergency Services, and Plumas County Office of Education.
Pool closing date is set for 08/24/2025. Community Cleanup & Scavenger Hunt is scheduled for 09/20/2025.
Discussed the need for the City to cleanup & abate weeds in City owned properties.
Discussed when pavement may occur on the south end of the Gulling Street Bridge. On hold pending riprap installation. Discussed workforce needs for paving efforts overall.
Discussed ongoing communication efforts for public information and updates.

Adopt Resolution No. 2622. The resolution authorizes payment of payroll from June 28th, 2025 through July 25th, 2025 and accounts payable from July 10th, 2025 through August 13th, 2025
The amount of payroll to be paid is $102,482.82.
The amount of accounts payable to be paid is $454,039.36.
The total amount to be paid is $556,522.18.

State of Emergency: Gold Complex Fire July 22, 2024
Plumas County Office of Emergency Services has confirmed that the proclamation can be discontinued.

Gulling Street Bridge Project Update: Scour Countermeasure Funding, Permitting, and Installation
City Manager Bonk presented staff report on the current permitting process through the U.S. Army Corps of Engineers (USACE). On 08/01/25, the engineering consultant submitted the permit to USACE. The USACE requested additional information from the City on 08/04/2025, which was included in the staff report as an attachment, that included information about impacts to threatened and/or endangered species, critical habitat and essential fish habitat.
The engineering consultant submitted the additional information requested on 08/08/2025 and a check was sent to the Regional Water Quality Control Boards as required as part of the permitting process on 08/13/2025.
Discussed reaching out to Congressman Kiley and local Representatives if movement slows on the permitting process.
