The meeting was called to order at 9:00 am by President John Reynolds.

Discussion of DOWL Rate study
A motion was made to set a follow up Special Meeting. The Board of Directors requested a simplified report demonstrating actual effects of this proposed rate increase. The report should provide clarity on possible outcomes to customers, and to CSD operations and revenue. The date for the Special Meeting was not yet determined, but it was suggested that two weeks should be sufficient time to create the report they would like to see.
President John Reynolds motioned to approve. Director Stephen Tange seconded the motion.
The motion passed with the following vote:

Central States Water Resources
Discussion was held regarding Central States Water Resources, which reached out to President Reynolds directly to inquire about the District's interest in selling to the company. Several pros and cons were discussed.
Pro: they may have better access to materials, and technology for operations, possibly enabling more efficient operations.
Cons: Concerns with new rates and the removal of such decisions from those with a vested interest, lack of local representation.
It was ultimately agreed that the cons of this acquisition far outweighed the pros. No motion was made.

Step Tank Retrofit
General Manager Larry Smith provided an update on the progress of step-tank installations and particularly a new property that would benefit from a step-tank retrofit.
The Board agreed that it would make more sense to retrofit now while the property is still under construction, rather than using a grinder pump.

Next Board Meeting
The next regular Board of Directors Meeting to be held September 19, 2023 at 9:00 am.
