  1. Call to Order
    The meeting was called to order at 9:00 am by President Kathryn Roberts.

  2. Consent Agenda
    1. Approval of Previous Minutes -March Regular Meeting, April Special Meeting, June Regular Meeting 

    2. Approve Calendar Quarter 3 Financial Reports 

    Director Lori Tange motioned to approve. Vice President Stephen Tange seconded the motion.

    The motion passed with the following vote:

  3. Treasurer Reports 
    1. Discussion on reports with Treasurer Bill Desjardin regarding all income being made and distributed with Fidelity accounts. T-Bill reports following discussion.  

  4. Historical Rate Discussion 

      General Manager Larry Smith provided a historic overview of CSD rates for background information, where we started in the year of 2003 to current. Explained DOWL Engineering rate study and referred to the public information on the Grizzly Ranch Community Service District website. 

  5. Admin Report 

    Misti Martinez presented her Letter of Resignation for the Board Members. GRCSD will welcome new hire Kristen Frasure as the new admin come September 23rd 2024.

  6. General Manager Report 
    1. STAFF UPDATE - Total Headcount 4 non-seasonal 1 seasonal-currently including GM, Administration Chief Operator, Operator in training (OIT) new hire, Seasonal Electrician. Administrator/Clerk of the Board Misti Martinez/ Kristen Frasure 24-32 hours. 

      Water Field Report, Well 392 Tesco Panel 'Well-Saver" Electronic component replaced. Due to the shutdown during high temps. Leak in Water Treatment plant flow-restrictor plate below filter vessel on APU side was addressed. 

      Wastewater Field Report- 3 STEP tank retrofits bolt residence 300 Clubhouse, and 100 spring meadow d. All completed. Candidates for STEP retro 2025: 223 Bird of Prey, 470 Blacktail Ridge and 44 Yarrow. Purchasing tanks next month. No grinder pump failures this last quarter! Working on Autonation program for WRF to run automatically with Ken Morgan Great Basin Control Systems. 


      Upcoming Project List GRCSD 

      First Hydrant Repair (2) Grey Fox, and Peppergrass. 

      Blow off dead-end hydrants.  (Annual) Permit 3 more STEP tank and purchase of tanks for next spring. Valve exercising program for all street valve within water system. (Annual) Obtain parts for WTP Flow Restrictor on Pressure Vessels and install.
