  1. Call to Order
    The meeting was called to order at 10:01 am by City Member - Chair Bill Powers.

    2. Roll Call

      Present: City Member - Chair Bill Powers, County Member - Vice Chair Kevin Goss, County Member Tom McGowan, Public Member Matthew Haesche, City Member Alternate Pat Morton

      Absent: City Member Jim Murphy, County Member Alternate Jeff Engel, Public Member Alternate Phil Oels

      Staff Present: Executive Officer Jennifer Stephenson and Clerk Cheryl Kolb

    None.

  3. Executive Officer Report
    1. Welcome to LAFCO Legal Counsel

      P. Scott Browne called in.

    2. GLCSD MSR Schedule

      Delayed due to lack of financial reports from the district.  Scott Browne will prepare a Public Records Request if the financials are not received by October 23rd.   Jennifer Stephenson advised the Commission that there will be four new board members to be seated after the election and GLCSD will be losing staff at the same time as the board turnover.  Jeanne Collins provided public comment.

    3. Conference

      Kevin Goss will be voting on behalf of Plumas LAFCo.  Tom McGowan will be the Alternate.

    4. Measure E and F 

      Measure E is to approve the formation of the new Beckwourth Peak Fire District.  Measure F approves the benefit assessment.  A Certificate of Completion is due by December 1st to be on the next tax roll.  A PAC was formed for public outreach and education.  Carrie Curtis provided public comment.

    5. Chester Public Utility District

      Tom McGowan provided an update; the fire department borrowed money from the PUD with no plans to repay.  There are multiple discussions underway.  P. Scott Browne states that the state fire marshall increased education requirements for volunteers, which is making it harder to fill positions.  Bill Powers and Carrie Curtis provided comments.

    6. Indian Valley Reorganization

      The Indian Valley Parks & Recreation District, Indian Valley CSD and Crescent Mills FPD are interested in consolidating or reorganizing.  Tom McGowan asked if there is a timeframe for a Joint Powers Agreement.  Jennifer Stephenson states a JPA is not a LAFCo process, therefore it depends entirely on the parties involved.

    Pat Morton acknowledged the hard work that went into Measures E and F.

    1. Payment of Claims for August and September 2023

    2. Approval of Minutes - August 14, 2023

    County Member Tom McGowan motioned to approve. County Member - Vice Chair Kevin Goss seconded the motion.

  6. Correspondence
    1. Letter to Board of Equalization Requesting Correction of Meadow Valley Cemetery District Boundaries.

      The Meadow Valley Cemetery District had boundaries from 1924, but there was a change made in the '80's that was recorded incorrectly.

  7. File 2022-0001: Consolidation of Quincy LaPorte Cemetery District and Meadow Valley Cemetery District
    1. Receive and discuss staff report and resolution.

      No action today due to request to BOE. There will be a public hearing in December to approve the consolidation. New district would be called Plumas County Cemetary District, with a January 1 effective date. John Schmidt, current Meadow Valley Cemetary District board member, provided comments. Jerry Fillippi will serve on the Quincy/LaPorte board. Jennifer Stephenson advised both Boards to review the Executive Summary and Resolution to confirm accuracy.

    2. Set Public Hearing for December 11, 2023.

  8. Seating Special Districts on LAFCO
    1. Receive presentation on seating special districts on LAFCO.

    2. Provide direction to staff whether to consider invitation to special districts at next meeting.

  10. EPRFPD Status and Update

    The MSR is not finalized; tabled until December given the vote on Measures E and F will take place before then.  Daniel Smith and Angie provided public comment.

  11. Election of Chair and Vice Chair for FY 2023-2024
    1. Election of the LAFCo Chair for FY 23-24 (County Member)

      Motion to appoint Kevin Goss as the LAFCo Chair for FY 23-24.

      County Member Tom McGowan motioned to approve. Public Member Matthew Haesche seconded the motion.
