RULES AND PROCEDURES OF THIS BOARD & MISSION STATEMENT
Public Comment: Non-Agenda Items
The board cannot take action on comments regarding non-agenda items. We do, however, value public input and will consider comments for future action. Comments on non-agenda items are not accepted at special meetings.
Public Comment: Agenda Items
The chairperson or presiding officer shall have the exclusive authority to recognize speakers from the public during the point of discussion and before is taken for each agenda item within the agenda. Although there is no time limit, comments are respectfully requested to be within 3 minutes per speaker per agenda item.

Chester Fire Department Reduction in Force

For several months, CPUD and Peninsula Fire Protection District leaders have been holding weekly meetings to discuss the long-term provisioning of Fire/EMS services in Chester. As we have reviewed the current/ongoing costs being borne by CPUD and PFPD to provide these services, the districts have mutually agreed that it's in the long-term financial interest of both districts to eliminate Chester Fire Department's single full-time position. Service levels will be minimally impacted as Peninsula Fire has been responding to the vast number of fire/EMS calls since February 2024.
It is recommended that the Board of Directors authorize and direct the General Manager to issue layoff notices, effective November 1, 2024, to the incumbent Fire Lieutenant as well as the four reserve personnel. Thereafter, these positions will be eliminated from the budget.
These positions are included in the adopted FY 24-25 budget for six months of funding (through December 31, 2024). This reduction in force will save approximately two months' worth of wage and benefits costs.

The Board Clerk and Assistant Board Clerk will be at a special districts clerks conference during the regular meeting of October 22. It's respectfully requested to reschedule the regular board meeting one week later, on Tuesday, October 29, 2024.
