  1. Call to Order
    The meeting was called to order at 5:30 pm by Kimberly Green.

    1. Pledge of Allegiance
      Led by Royce Raker

    2. Roll Call

      Present: Stephen Graffweg, Kimberly Green, Stephen Voboril, Royce Raker

      Absent: Susan Martinez

      Staff Present: Director Martinez was absent due to illness.Staff: 3Guests:1


  2. Agenda Approval  Stephen Graffweg motioned to approve. Royce Raker seconded the motion.

    The motion passed with the following vote:

  3. 198 Main St. Generator 

    GM Mullaney stated that she has friends and mechanic coming to assess generator, and she wants a professional to look at it. All maintenance is on hold right now.

  4. Board Education / Training

    GM Mullaney stated: UOM Homme and GM Mullaney will be attending training for supervisors on Ethics October 14-21st.  These are webinars through CSDA.

    2 Classes/webinars for the board will be on September 23rd and December 2nd.

    UOM Homme, Operator 1 Pettit and GM Mullaney will be attending a SSMP Class in Redding for wastewater.

    GM Mullaney will email the Board of Directors training log to the board members.

  5. Sanitary Sewer Management Plan (SSMP)

    GM Mullaney stated that the deadline is past due, as the notices were going to an old email address.

    Director Voboril asked if there were many changes from the 2012 version, as it reference the old Ordinance #4. GM Mullaney stated that this will need to be properly agendized before there can be board approval. This item was tabled by GM Mullaney's recommendation.

    Director Voboril asked if 4 votes are needed, like resolutions. GM Mullaney will research policy and Rosenburg's Rules of Order.

    A compliant eye washing machine and grinder were added at the Treatment Plant.

  6. CPUD Mission Statement Revision

    GM Mullaney stated that she hasn't had any submissions from the board.  She will continue to remind the board.  No action, tabled by GM Mullaney's recommendation.

  7. Resolution 2025.01: Plumas County Taxroll Collection

    As Director Green read the resolution, she stopped and suggested that it be vetted through district's' legal counsel regarding liability to the district concerns within the document's language as presented.  Clerk Johnson assured the board that the resolution from the County hasn't changed in 15 years.  

    The motion by Director Graffweg was to table the approval of the Resolution.

    Stephen Graffweg motioned to approve. Stephen Voboril seconded the motion.

    The motion passed with the following vote:

  8. Surplus Equipment: 2004 GMC Ambulance

    GM Mullaney stated that it is ready to be sold. It's worth about 25K. It can be sold through CSDA to government agencies for no commission. 

    She will get answers on if the new ambulance is being utilized here in Chester as promised to the citizens. 

    After a brief discussion the motion was made to put the 2004 ambulance into surplus status and sell. 

    Stephen Graffweg motioned to approve. Stephen Voboril seconded the motion.

    The motion passed with the following vote:

  9. Plumas County 2025 Local Hazard Mitigation Plan Update: By Director Susan Martinez

    GM Mullaney read from a report submitted by Director Martinez who was present at the Mitigation meeting but not present at tonight's meeting.

    HAM radios will resume testing monthly.  

    GM Mullaney wants to put items like the HAM radios and Hazard Mitigation updates on the future CPUD Facebook page.

    A public member stated that escape routes are part of the hazard mitigation plan.  

    GM Mullaney will research how to make this building Red Cross approved.

    This item will stay on future agendas.

  10. Closed Session
    1. Conference with Labor Negotiators - Bonnie Mullaney and Margaret Long; Prentice Long PC Law Firm

      Unit: Stationary Engineer's Local 39 2025-2028 MOU and Salary Schedule

      Director Green reported that the 25-28 MOU is rejected due to: financial concerns, a conflict of interest, unexpected increase in part of the pay scale, and not being able to provide to the community in the future. Action taken at agenda item #11. 

    2. Conference with Real Property Negotiators (Gov Code Section 54956.8)

      Monley Hamlin: 198 Main St. "Big Bay" Rental Agreement

      Director Green reported that direction was given to GM Mullaney to put a rental contract together at a comprable price for the large bay at 198 Main St.

      Stephen Voboril motioned to approve. Stephen Graffweg seconded the motion.

      The motion passed with the following vote:
        4   In Favor         Opposed
           Abstained      1   Absent         Recused

  11. 2025-2028 MOU and Salary Schedule between Chester Public Utility District and Unit: Stationary Engineer's Local 39 Possible Adoption.

    Director Green asked for a motion to adopt the 25-28 MOU and salary schedule. 4 nays, 1 absent

    Director Voboril made a second motion to reject the 25-28 MOU and salary schedule.  4 ayes, 1 absent.

    Stephen Voboril motioned to approve. Royce Raker seconded the motion.

    The motion failed with the following vote:
         In Favor      4   Opposed
         Abstained      1   Absent         Recused

  12. Adjournment

    Director Voboril made a motion to adjourn at 7:10pm.  Director Graffweg seconded the motion.  All in favor, meeting adjourned.
