  1. Call to Order
    The meeting was called to order at 5:32 pm by Stephen Voboril.

  5. Approve Financials

    GM Cox explained that the report is "cash" based.  It does not show the approximate 750K that will be netted from the CFAA.

    He stated that the Water and Sewer charges/ revenue do not show what was billed for September's usage. This will show as corrected on the October report with October's billings.

    Director Raker asked what we buy from the USA Bluebook vendor listed on the checks written report.  GM Cox explained that they are a parts vendor for the water and sewer departments.

    Stephen Graffweg motioned to approve. Arthur Tharpe seconded the motion.

  6. General Manager Report: Adam Cox

    Spending bulk of time on the proposed annexation by Peninsula Fire.  Made a plea for Plumas County to financially assist with the annexation/LAFCo costs.  We were denied, and they instead offered monies as a loan.  November 6th there will be a Public Hearing for the annexation proposal.  Hoping to have documents to the board by Friday and happy to meet with any board member if needed.

    Thanked Kelly Sanders for all her efforts in shopping insurance carriers.  We will be switching in April and saving over 40K. 

    The Cell Tower company is very interested.  There is a site walk through scheduled for tomorrow with the engineer and architect. Should have a potential lease agreement very soon.  

  7. Fire Chief Report: Richard Sonsteng

    Chief Sonsteng was absent:  Clerk Johnson stated that the red ambulance was in a shop in Livermore getting approximately 2K worth of repairs done.  GM Cox stated that were trying to get the apparatus in good shape before the merge.

    Johnson stated that everyone with the Incident Management Teams is home.  There are still roughly 9 receivable invoices to build for the Fire Fund.

  8. Utility Operations Manager: Allan Homme

    Homme stated that the water tanks need to be painted.  Director Voboril stated that a few years ago a company out of Yuba City quoted 100K.  Homme stated they are looking at finance options.

    Homme stated the pump at Well 3 was installed.  When the water samples some back clean after flushing, he is hopeful it will be back online next week.

    The 4th Ave. pump was picked up today. Hopefully installed next week.

    Lead and Copper pipes were found.  Those property owners will be getting a certified letter mailed to them.  The deadline is November 15th.

    Operator Coty Pettit passed his Wastewater Grade 1 test.

    The Cross-Connections survey was successful, lots of them have been returned.

    Director Voboril voiced some concerns as policy hasn't been set by the board.

    Homme explained that CPUD code points to the Plumas County plumbing Code.  

    GM Cox stated that we will be addressing the properties with the high-risk connections.

    Director Graffweg made a morion to adjourn at 6:03pm.  Director Tharpe seconded the motion.  All in favor, meeting adjourned.
