    The meeting was called to order at 6:02 pm by Vice President Larry Smith.

    Treasurer Richard McLaughlin motioned to approve. Vice President Larry Smith seconded the motion.

  4. First Reading: Ordinance 2025-02:  An ordinance establishing and implementing a program to charge fees for emergency and non-emergency services by the Beckwourth Peak Fire Protection District.

    The motion was to waive the first reading of the Ordinance and introduce the ordinance for public hearing and possible adoption at the August 6th regular Board meeting.

    Director Melissa Klundby motioned to approve. Treasurer Richard McLaughlin seconded the motion.

  5. Ordinance 2025-03- Adoption of Fire Hazard Severity Mapping (LRA)

    The motion was to waive the first reading of the Ordinance and introduce the ordinance for public hearing and adoption at the August 6th regular Board meeting.

    Treasurer Richard McLaughlin motioned to approve. Director Melissa Klundby seconded the motion.

  6. Direction for Fire Code Adoption

    Informational discussion only regarding future adoption of the upcoming State Fire Code.  This will be on the agenda and discussed when the new code is available in the Fall of 2025.  Eventually, the Board will adopt the State Fire Code with amendments.  There will be future public hearings and discussions regarding the new fire code and possible amendments.

  7. Treasurer's Report

    Treasurer McLaughlin reviewed the current budget, which is in good shape with revenue exceeding expenses with less than a month left in the budget year.  There are several OES reimbursements still due and the second and third County tax apportionment payments are still due.

  8. Public Hearing- Adoption of the 2025-2026 Preliminary Budget

    The Public Hearing opened at 8:46pm and closed after discussion and requesting public input. Treasurer McLaughlin presented the Preliminary Budget, which is still being adjusted.  Per Fire District law, the District must present a preliminary spending plan, in the form of a budget, prior to June 30 of each year.  The budget remains in draft form until a final budget is presented and adopted in September, with a public hearing.

    Director Melissa Klundby motioned to approve. Director Nick Marques seconded the motion.

  9. Approval of Automatic Aid Agreements:  Sierra County Fire District, Graeagle Fire District, City of Loyalton Fire Department Director Melissa Klundby motioned to approve. Treasurer Richard McLaughlin seconded the motion.

  10. Approve Resolution 2025-04  Authorizing OES Pay and Overtime for Fire Season 2025.  Adopt OES Salary Schedule Director Nick Marques motioned to approve. Director Melissa Klundby seconded the motion.

  13. Chief's Report

    Happy First Year Anniversary to Beckwourth Peak FD July 1!  Gold Mountain Operations Plan has been approved and Engine 9375 is operational.  Moving forward with three FEMA grants- 1 for staffing, 1 for volunteer retention, 1 for a fire safety/public education trailer to share county-wide.  June 15 is the firefighter pancake breakfast in Portola connected to the Gravel Grinder bike event.  Applications have closed for full time firefighter recruitment.  We have four applicant competing for one position and the establishment of a hiring list. Operator 1A class being held for the next two weekends at Beckwourth.  Certified pump operation class will be held in July.  

    Earlier in the meeting- USFS PNF Fire Chief Marty Senter presented on the status of the Plumas Forest fire protection and partnership with BPFPD to mutually assist each other.  The USFS engine and crew is a valuable resource for the protection of District residents and property owners.  The PNF has 12 fire engines and 1 water tender operating. A response agreement between the USFS and BPFPD is coming soon.

    Cost recovery ordinance second reading and possible adoption.  Fire Hazard Mapping ordinance second reading and adoption. Set special meeting in September for adoption of the Final Budget.  Grant review and update of possible awards and submitted requests.
