Review and discuss two alternative ordinances amending Section 8.17.040 of the Isleton Municipal Code. Select a preferred version for introduction. Waive full reading and introduce the selected version of Ordinance No. 2025-XX, by title only.

Section 8.17.040 of the Isleton Municipal Code establishes when a Certificate of Appropriateness (COA) is required for work affecting designated historic landmarks and properties within historic districts. In an effort to clarify and potentially expand the scope of these requirements, staff has prepared two alternative ordinances for City Council consideration:

                     - Alternative A adds exterior alterations within historical districts, without changing the language

                     - Alternative B also adds exterior alterations within historical districts, but while clarifying existing language regarding when a COA is required

The Council is asked to review both alternatives, provide direction to staff, and introduce the preferred ordinance. The selected ordinance will return for second reading and potential adoption at a future meeting.
