  4. Ordinance 2025-03- Second Reading and Possible Adoption of Fire Hazard Severity Mapping (LRA)

    The Board will consider waiving the second reading and move to conduct a public hearing to consider adoption of an ordinance moved forward from the June 4, 2025 Board Meeting.  The State Legislature and Cal Fire have mandated fire hazard severity mapping and local adoption within LRA areas of Plumas County, which includes the City of Portola.  The County of Plumas and City of Portola have already adopted the maps the Board will consider.  

    • Second Reading and possible adoption: Ordinance 2025-02- An Ordinance establishing and implementing a program allowing Beckwourth Peak Fire Protection District to charge fees for emergency and non-emergency services by the Beckwourth Peak Fire Protection District.

      The Board will consider waiving the second reading and move to conduct a public hearing to consider adoption of a cost recovery ordinance for extraordinary emergency incidents, fire permits and new construction plan review. A policy will be created regarding the implementation of the Ordinance.  This ordinance is not intended or designed be applied to residents or business owners of the District.  Exceptions to cost recovery are gross negligence or criminal acts, which create undue and unbudgeted cost and expense to the Fire District, or fire prevention, special event and plan check fees.

          • Presentation of the Draft BPFPD Strategic Plan

            Facilitator Chief Forrest Craig and Staff have been working over the past several months to develop a viable strategic plan for the District. Chief Craig conducted six meetings of various inside and outside stakeholders to create the draft, to be reviewed and approved by the Board.  This is the first draft of the document and will be available for review at the Board meeting.  The draft will go through weeks of review and comments and will be presented in final draft form at the October 1, 2025 regular board meeting.  If you require a copy, please contact the Fire Chief at chiefrosevear@beckpeakfpd.com.  All of the facilitating and report assembling costs were donated by Chief Craig.

                Treasurer McLaughlin will present the cost and benefits of membership, after a recent meeting with representatives of the Association.  The District could realize cost savings from the membership benefits, including $900 off our annual subscription to the Streamline web platform, free Amazon Business account, Investment platform CLASS and no cost banking opportunities.  The first year estimated cost of membership is $2,862 with a $716 savings for a first time membership.

                    Continuation of agreement review regarding installation of a pole to upgrade wireless internet for the community.  The agreement has been approved by District Counsel and is under review by PREC.  This item may be pulled pending PREC Counsel review and approval, if not completed by the time of the Board Meeting.
